Officer’s Report
THE SITE 1.1 The site is the curtilage of an existing building which sits between two lanes which run between York Road and Withington Road. The lanes are bounded by the rear of residential properties which front onto Palatine Road, Withington Road and Woodbourne Road.

1.2 The building is part flat, part shallow monopitch roofed and brick built with a modern and industrial appearance.
1.3 The roof is currently finished in corrugated sheeting in a dark colour.
1.4 The building is used as a meeting hall.
THE PROPOSAL 2.1 Proposed is the replacement of the roof with a different material which has a slightly different profile, not as ridged and in a grey colour.
PLANNING POLICY 3.1 The site lies within an area of Predominantly Residential use on the Douglas Local Plan of 1998 and the draft Area Plan for the East. The site is not within a Conservation Area. As there is no change in the use of the property, General Policy 2 of the Strategic Plan is relevant insofar as it requires that development does not have any adverse impact on the appearance or character of the area.
PLANNING HISTORY 4.1 There are no previous applications which are considered relevant to the current application.
REPRESENTATIONS 5.1 Highway Services have no objection to the application (23.12.19).
5.2 Douglas Borough Council do not object (24.12.19).
ASSESSMENT 6.1 The issue is whether the proposed works will have any adverse impact on the character or appearance of the area. It is relevant that the site sits to the rear of a number of properties and has an industrial appearance, very unlike the buildings which surround it.
6.2 In any case, the works will have little impact on the building and whilst the new roofing may be visible from the upper floors of the rear of the surrounding buildings, the new material will provide a smart and not particularly eye-catching appearance and will not have any adverse impact.
CONCLUSION 7.1 The proposal is considered to accord with the relevant policies and is supported.
INTERESTED PERSON STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013 Article 6(4), the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material (d) Highway Services Division of Department of Infrastructure and (e) The local authority in whose district the land the subject of the application is situated.
8.2 The decision maker must determine: o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material; and o whether there are other persons to those listed in Article 6(4) who should be given Interested Person Status.
