The key issue was the potential impact on visual amenities of the street scene, but the conservatory's position means it is only visible from higher rear properties on Mount View Road.
Policy O/RES/P/21 of the Onchan Local Plan (Planning Circular 1/2000)
Onchan Local Plan 2000 policy states extensions and alterations will generally not be opposed where appropriate in terms of scale, massing, design, appearance and impact on adjacent property. The officer assessed the proposal against this, finding the modest height increase and matching roof materials appropriate without adverse impacts.
General Policy 2
Isle of Man Strategic Plan 2016 requires development to respect site and surroundings in siting, layout, scale, form, design; not adversely affect character of landscape/townscape or amenity of residents; and consider energy reduction. The proposal satisfied criteria b, c, g, and n through enhanced rear elevation appearance, no amenity impacts, and improved thermal efficiency from the new roof.
