Planning Justification Statement
Application To Seek Planning Approval For The Painting Of The 3 Legs Of Mann Stone Feature On The Upper Slopes Of North Barrule
Pre-Planning advice - Pre planning application advice was sought after for the formation of the stone feature and received on 07/12/18 from Sarah Corlett, the Principal Planner at the time. Details of the proposal were shared with Susan Kelly from the Manx Utilities Authority and the North Barrule land tenant Anna Kerruish. It was determined that approval for the relocation and formation of the stones was not required although painting the stones would be a material change and would need approval. Therefore this application is for the painting of the stone feature.
Social factors - We believe that this would have positive impact on the community and residence of the north and further afield as to encourage people to exercise and take in the breath taking views to be seen from the summit of North Barrule. It could also be seen as a possible challenge or talking point for anyone looking to locate it from a distance and maybe point it out to those who would not necessarily notice it easily.
Environmental impact - The 3 legs of Mann emblem has been set out by the rearrangement of existing stones which lay on the hill top, as shown in the appendices and Site and Location Plan see Drawing Number (03)001. NB: the images in this document are indicative only and are not to scale.
The stone feature is 30 m in diameter and represents the national emblem and the applicant has proposed marking it out in white on the stones. It was previously considered that the triskele would be clear without the need to paint.
Visual impact - Given the scale of this feature it would not be easily noticeable with the naked eye from the road or the town without the paint finish, although could be pointed out on a clear day.
