The officer assessed impacts on character, appearance, neighbour amenity, and street scene against General Policy 2, focusing on siting, scale, design, and landscaping.
General Policy 2
Requires development to respect site/surroundings in siting/layout/scale/design/landscaping (b), not adversely affect character of townscape (c), not harm local residents' amenity or locality character (g), and not unacceptably impact road safety/traffic (i). Officer tested raised platform's scale (4.2x5.7m, 3-3.2m high), design (wood panels, rendering), and hedging retention against these, finding compliance despite minor overlooking as changes minimised harm compared to refused prior scheme.
