General Policy 2
Requires development in accordance with land-use zoning to respect site/surroundings in siting/layout/scale/design, not adversely affect townscape character or amenity of residents/locality. Officer assessed the extended hours against amenity and character tests (clauses b, c, g), finding no unacceptable noise or amenity impact in the town centre context due to trial evidence and low late-night crowds.
Environment Policy 22
Prohibits development unacceptably harming amenity via noise/light pollution etc. Officer specifically tested against noise pollution from extended hours, concluding no unacceptable impact given the 6-month trial with no complaints and town centre setting.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Operating hours
No customers shall be served or remain in the building outside the following hours 1100hrs - 0100hrs Monday to Sunday. Reason: In the interests of public amenity and to reflect the application as submitted.
