Date of Response: 03/03/20 Date of Application: 22/11/19 Application Reference: 19/01233/B Location: Address: 31 Eskdale Road Onchan Isle of Man IM3 2AH Description: Alterations and erection of side extension to replace existing detached garage Highways Comments The initial proposals indicated the parking of 2 cars in tandem but the size of the cars illustrated had a length of 4.0m rather than the required minimum length of 5.0m for a car parking space. Highway Services provided a consultation response on 10th December 2019 which advised of the following: ‘The drive length proposed for the proposed extension is not considered long enough to accommodate two vehicles without potential overhang of a parked vehicle onto the footway. The drive could be widened to 6.0m in width to accommodate two vehicles side by side but this does not form part of the proposals. As a result, refusal is recommended.’ The applicant has submitted revised plans that indicate a car parking area with a width of 5.0m rather than the suggested 6.0m. The driveway also narrows to the southwest of the parking area. As the parking area is next to a property boundary it should be a least 5.5m wide; however, as it appears that the driveway would also be used for a pedestrian access it should be at least 6.0m wide. Due to the parking area being 2 or 3 metres from the highway boundary the driveway at the highway boundary should be at least 5.0m wide. This may involve a Section 109A Highway Agreement to undertake the widening of the dropped kerb access crossing of the footway. The driveway and parking area should be provided with bound and stable surfacing (not gravel or loose stone) over the entire width over a distance of 5.0m back from the highway boundary. construct the access and car parking area as indicated on the approved plans and this shall remain as approved for the duration of occupation of the development. Reason: to minimise on-street car parking that could be detrimental to the operation of the highway. 2. Prior to occupation of the development the applicant shall provide bound and stable surfacing for the driveway and car parking area over the entire width over a distance of 5.0m back from the highway boundary. Reason: to prevent loose material being deposited on the highway. Informative The developer would need to enter into Section 109A Highway Agreement in order to undertake any works to extend the dropped kerb access crossing of the footway. Recommendation: DNOC
