The Site
The application site is the curtilage of 13 North Quay, Douglas, a mid-terrace property currently used as offices.
The Proposal
This application seeks approval for the construction of a single storey extension to the rear. The extension would have a floor area of 3 metres by 2.25 metres and would have a lean-to style roof. The extension would provide a porch and W.C and the exterior would be finished to match the existing property.
Planning Status
The application site is located within an area identified as being Mixed use by the Douglas Local Plan Order 1998, in this case the site is labelled "Town Centre". The site is also within the Conservation Area.
Policy Context
Within the Isle of Man Strategic Plan 2007, the following policy is judged to be relevant:
Environment Policy 35, which states:
"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
Planning History
There are no previous planning applications considered relevant in the assessment and determination of this application.
Representations
The Highways Division of the Department of Infrastructure does not oppose this application.
Douglas Corporation does not oppose this application.
Assessment
The proposed development is of a small scale and is to the rear elevation of the building. The works would enhance the building for current and future users without causing harm to the character of the conservation area or to the amenity of adjacent properties.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the erection of an extension to rear elevation, 13 North Quay, Douglas as shown by T/889/1 received 27th June 2011.
C 3. The roof(s) must be finished in dark natural slate.
C 4. The external finishes of the extension must match those of the existing building in all respects.
I confirm that this decision accords with the appropriate Government Circular delegating functions to Director of Planning and Building Control / Development Control Manager.
