THIS APPLICATION IS REFERRED TO THE PLANNING COMMITTEE AS THE AGENT IS RELATED TO A DEPARTMENT OFFICER
The application site is the curtilage of Ballagorry Beg, Glen Mona, Maughold. The existing property is a detached two storey dwelling, to the southern side of the dwelling is an existing outbuilding, part of which is used as a study, the rest is used as a general store. To the south east of the dwelling is an existing detached bungalow.
The application is for the conversion of barn to additional living accommodation and construction of link atrium to main dwelling comprising of amendments to PA 11/00201/B.
The amendments to the previous application include alterations to the roof structure of the atrium. In the previous application the roof of the atrium was glazed, the applicant now wishes to tile the roof of the atrium to match the converted barn.
The site has been subject to a number of previous planning applications, the following previous planning applications are considered specifically material in the assessment of the current application:
I.D.O 36725 Erection of a bungalow on the site of existing outbuilding
The above application was permitted
I.D.O 51672 Change of use of the premises as research accommodation and associated office for the period ending 10th April 1981, by which date the temporary permitted use must cease.
The above application was permitted
PA 11/00201/B Conversion of barn to additional living accommodation and construction of link atrium to main dwelling (including regularisation of works already undertaken).

The application site is within an area zoned as "Predominantly Residential" identified on the 1982 Development Plan. It is appropriate to consider the relevant points from General Policy 2 of the Isle of Man Strategic Plan (20th June 2007).
Maughold Commissioners have no objection to the application. Highways Division do not oppose as it has no traffic management, parking or road safety implications. Manx Electricity Authority have advised that the applicant should contact the Authority before work is commenced.
General Policy 2 requires proposed developments to not adversely affect the character of the surrounding landscape or townscape. Proposed development is also required not to adversely affect the amenity of local residents or the character of the locality.
The previous proposal was considered by Planning Committee at its meeting on 31st March this year when it was resolved to approve the application.
The amendments to the previous planning application are considered to be minor. The alterations include the amendments to the atrium roof structure, which would now be tiled to match the existing barn.
It is considered that these amendments would not have a harmful impact on the character of the building or the surrounding locality. It is also judged that the alterations would not adversely affect the amenity of local residents.
For the above reasons the application is considered to be acceptable and is recommended for approval.
The local authority, Maughold Commissioners is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
Manx Electricity Authority are not afforded party status as they do not comply with the Town and Country Planning (Development Procedure) Order 2005.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This permission relates to the conversion of barn to additional living accommodation and construction of link atrium to main dwelling (Amendment to PA 11/00201/B) as shown in drawings NR 01, NR 02, NR 03B, NR 04A, NR 05, NR 06A, NR 07, NR 08A, NR 09B, Location Plan and Site Plan received 27th June 2011.
