Planning Submission Statement
Proposed Garage, Store & Playroom at 10 Victoria Avenue, Onchan, IM3 1BD The following is a statement on behalf of the applicant for the above to be read in conjunction with the submitted drawings and documents.
The Site:
The application site takes the form of a terraced town dwelling located in the centre of Onchan Village, with on-street parking to the front. The dwelling has a small rear garden containing an aging garage with cladding finish. The garage is located on a rear with sufficient room for vehicle access.
The Proposal:
The proposal is to remove the existing garage and replace it with a new detached structure to provide a new garage, store, and utilising the attic of the garage as a children's playroom.
Due to regular issues in locating the convenient on-street parking, the applicant wishes to use the garage as a regular car parking space. This will be of benefit to the applicant by providing a secure & convenient space within the site and will benefit the area by reducing the need for on-street parking.
Part of the ground floor of the building will be used as a dedicated store for everyday domestic storage, garden equipment, bicycles, and fuel. The addition of the store area will ensure that storage does not encroach on-area required for car parking space within the garage.
The available attic space will be used as an occasional playroom for the applicant's children. The purpose of this room is to provide the children with a "den" within the parents' control & supervision. The children will be encouraged to use the space rather than playing in the neighbouring streets, especially during their teenage years.

In schemes scheme such as this the Planning Dept may have concerns that such a space could be used as self-contained accommodation at a further date. The applicant wishes to give assurances that this will not be the case and that the space will only be used in connection with the main dwelling. The attic space has very restricted head room and will not have any sanitary or cooking facility making it unsuitable for any separate habitable use.
The attic is served by an external stair leading onto a small balcony / landing. In proposals such as this the Planning Dept would generally consider the risk of overlooking of neighbouring properties. A careful review of the site will show that due the location of the balcony and its location within the area the risk of overlooking is very limited. The greatest risk of overlooking would be to the rear of the adjacent dwelling, No 8. To eliminate this risk the balcony glazed guarding has been locally increased above eye level to a height of 1.6 m and will also be of opaque glass.
