DEFER on 12-10-18 Conditions (if any) There is no parking on the site frontage and no room to create such. The existing garage to the rear of the property is 2.8m wide and 6m in length with a 2.7m wide garage door. The 'Manual for Manx Roads' (MfMR) design guide specifies that the minimum internal dimensions of a single garage are 3m x 6m with 2.4m wide garage door. The existing garage is slightly shorter in width than the design guide but could still accommodate a parked car. The parking area of the proposed garage would be 2.8m wide and 5.8m in length with a 2.4m wide door. It would have an adjacent store and a playroom/store above it. The width would be the same as the existing garage but the length would be slightly reduced by 0.2m which is not ideal. The proposed garage would be below the MfMR standard but could still accommodate a parked car, however it is requested that the garage is increased in size to comply with the MfMR. The existing garage is set back 1.45m from the rear lane but the proposed garage would only be 0.8m away from it. This is unacceptable as the garage door and the pedestrian door to the store could open outwards and obstruct the rear lane. The proposed garage should therefore be set back to avoid this, preferably to the same 1.45m distance as at present, or roller shutter

Memo produced 19.10.2018 doors used for both the garage and store accesses to the building. A revised scale site plan should be provided to demonstrate this. The rear lane is 5.9m wide and of a sufficient width to allow a car to turn in and out of the proposed garage, although it is too narrow to be accessed from the south east as it is only 3.3m wide which could accommodate single file traffic but not a turning manoeuvre into and out of the proposed garage. The development should not be permitted to be converted to a separate dwelling at any point in the future as this would increase the site parking demand. Highway Services request that the application is deferred to allow the applicant to consider the above.
