In accordance with section 12 of the above Regulations, the person appointed by the Council of Ministers to consider this application has submitted his report. In accordance with paragraph 12(5)(a) and (b), a copy of the appointed person's report is enclosed. On the 22nd September 2011, and after consultation, the Council of Ministers accepted the recommendation contained within that report and the application was approved subject to compliance with the conditions specified below.

The Council of Ministers Government Offices Douglas IM1 3PN 22 August 2011 Planning Application: 11/00857/D Chief Secretary's Ref. No: DF11/0015 Application by Department of Infrastructure - Property Division for the erection of four non-illuminated advertising signs at the Sea Terminal, Victoria Pier, Douglas.
The material points are: 3. The Division state that the site is zoned as Harbour Related Uses on the 1998 Douglas Local Plan; it is also within the Douglas Promenades Conservation Area. The Division considers the signs to be of a high standard of design and materials; the addition of the signs would not cause a highway safety hazard or detract from the surrounding area. Accordingly, the signs would not have a harmful effect upon the character and appearance of the Conservation Area or locality generally. If permission is granted, two conditions should be attached.

ASSESSMENT
RECOMMENDATION
I recommend that planning permission be granted subject to the following conditions:-
The development hereby permitted shall commence before the expiry of four years from the date of this permission.
This permission relates to the erection of four non-illuminated advertising signs as shown on drawings Location Plan, DESC 1008, 1009, 1010 and photographs received on 24 June 2011.
