Environment Policy 1
Protects countryside for its own sake where development is presumed against. The site is in undesignated countryside and Incised Slopes area, but exceptionally permitted due to specific equestrian justification and minimal impact.
Environment Policy 19
Permits equestrian development in countryside only if no loss of local amenity, no loss of Classes 1-2 agricultural land, and highway can accommodate traffic. Assessed as compliant with no amenity or land loss identified and highway acceptance.
Environment Policy 21
Prohibits animal stabling buildings detrimental to countryside character in siting, design, size, or finish; requires form and materials reflecting purpose (no cavity-wall). Proposal's timber/slate finish and L-shaped form accepted as appropriate and non-detrimental.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Removal if not for equestrian use
In the event that the stable building hereby approved is no longer used or required for equestrian purposes, it shall be removed, and the ground restored to its former condition, within 6 months of the building no longer being used or required for equestrian purposes. Reason: The building has been exceptionally approved solely to meet equestrian need and its subsequent retention would result in an unwarranted intrusion in the countryside.
Non-commercial use only
The stables hereby approved may only be used by persons residing at or associated with the residential property on the site and may not be let out commercially. Reason: To control the traffic associated with the proposal.
