The Site
The application site is the curtilage of 15 First Avenue, Douglas which is a two storey semi detached dwelling situated on the western side of First Avenue. The application site adjoins 17 First Avenue.
The Proposal
The application seeks approval for the removal of chimney to rear elevation and installation of roof lights. The chimney on the rear elevation is to be removed. Also proposed is the installation of four roof lights in the rear elevation and one roof light in the front elevation. The roof lights would provide light to the converted roof space.
Planning History
The previous planning applications are not considered to be specifically material in the assessment of the current application.
Development Plan Policies
The application site is in an area zoned as "Predominantly Residential" identified on the Douglas Local Plan 1998. It is appropriate to consider General Policy 2 of the Isle of Man Strategic Plan (20th June 2007).

Douglas Corporation has no objections
Assessment
General Policy 2 requires that proposed development does not adversely affect the character of the surrounding landscape or townscape. It also requires that the proposed development does not adversely affect the amenity of local residents or the character of the locality.
The chimney which is to be removed is at the rear of the property, it is considered that the chimney does not significantly contribute to the character of the property.
The roof lights would be installed in the rear elevation which is not highly visible in the street scene, it is considered that this would not adversely affect the character and appearance of the property or the surrounding area in general.
It is considered that the proposed development would not result in overlooking and would not harm the amenities of local residents.
For the above reasons the application is considered to be acceptable and is recommended for approval.
Party Status
The local authority, Douglas Corporation is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the removal of chimney to rear elevation and installation of roof lights as shown in drawings 2011/06/01, 2011/06/02 and 2011/06/03 received 23rd June 2011.
