Officer’s Report
1.0 SITE AND PROPOSAL 1.1 It is proposed to replace a non-original door in a terraced house in Peel conservation area with a 4 panelled (2 glazed) red coloured composite door.
2.0 PLANNING POLICY Peel Local Plan 1989. Area of mixed use. Conservation Area

Para 9.3 states that particular attention will be paid to the design of replacement windows, door and roofing materials which might detract from the area.
Isle of Man Strategic Plan 2016 EP35 permits development only if it would preserve or enhance the character or appearance of the Area and will ensure that the special features contributing to the character and quality are protected against inappropriate development.
3.0 PLANNING HISTORY None relevant
4.0 REPRESENTATIONS None
5.0 ASSESSMENT Existing door is timber, but not original and an inappropriate design. The proposal is not ideal but a more sympathetic design than the existing. This, and noting that the proposed is similar to others in the street, indicates that it would not harm the character and appearance of the conservation area (its effect would be neutral).
6.0 INTERESTED PERSON STATUS 6.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013 Article 6(4), the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material (d) Highway Services Division of Department of Infrastructure and (e) The local authority in whose district the land the subject of the application is situated.
6.2 In addition to those above, the Regulation 9(3) requires the Department to decide which persons (if any) who have made representations with respect to the application, should be treated as having sufficient interest in the subject matter of the application to take part in any subsequent proceedings relating to the application. __
