1.0 SITE 1.1 Traditional property, that appears to have once been residential (three over two), with an extension, set behind the main street and separated from the main street by another

property which is attached to it. A rear access road leads to the site. The site was previously used as an on-line estate agents' office. There is parking for two vehicles on site. The site lies in a Conservation Area designated in 2006 (post Area Plan)
2.0 PROPOSAL 2.1 It is proposed to use the site as a hairdressers. The application form indicates that the parking will be used by staff.
3.0 PLANNING POLICY The application site is located within an area identified as being Residential/Retail by the Kirk Michael Local Plan. Policy 2.4. states that there is limited scope for new retail businesses so where this is proposed this should generally be by conversion of existing properties.

4.0 PLANNING HISTORY Of relevance is PA10/01203/C: Change of use of existing shop and living accommodation to offices - approved.
5.0 REPRESENTATIONS Highway Services - Comments Pending. (10.10.18) Michael Commissioners: - No objection.(7.9.18)
6.0 ASSESSMENT 6.1 The site comprises a building that was probably once a house, but has since been a post office, shop and offices. It is located central to Kirk Michael Village in an area designated for residential/retail. The site is located in a conservation area however there are no external changes proposed.
6.2 The application gives opening hours, but there is no apparent reason to condition these, nor is it necessary to condition the use to be hairdressers only given the history of the site as a shop. Any use in Class 1 would be acceptable. Active use of a building in the village is to be welcomed.
6.3 Although Highway Services have stated that their comments are pending, the proposed use is compatible with the area, there is vehicular access from the rear/side, there is a public car park nearby and consequently there is no need to delay consideration of the application.
7.0 INTERESTED PERSON STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013 Article 6(4), the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material (d) Highway Services Division of Department of Infrastructure and (e) The local authority in whose district the land the subject of the application is situated. __
