1.0 THE APPLICATION SITE 1.1 The application site is the curtilage of Rosehill Farm, Richmond Hill Braddan a detached, non-traditional dwelling situated part way between the IOM Home of Rest for Old Horses and the residential estate of Mount Murray and situated to the southern side of Richmond Hill. The

land which surrounds the dwelling is also in the applicant's ownership. The dwelling is set back from the highway by approximately 200m and is not easily visible from the public thoroughfare.
2.0 THE PROPOSAL 2.1 The application seeks approval for the erection of first floor extensions above the existing single storey terrace aspects of the property on the north and west elevations. These extensions would provide additional living accommodation and would be finished with hipped slate roof and painted render to match the existing dwelling.
3.0 PLANNING HISTORY 3.1 The most relevant application in the case of this is PA 11/00968/B which was approved for the same works as proposed now although never implemented.
4.0 PLANNING POLICIES 4.1 The application site is in an area not designated for development on the Braddan Local Plan 1991. Given the nature of the application it is appropriate to consider Housing Policy 16 of the Isle of Man Strategic Plan:
4.2 Housing Policy 16:
"The extension of non-traditional dwellings or those of poor or inappropriate form will not generally be permitted where this would increase the impact of the building as viewed by the public."

6.0 ASSESSMENT 6.1 The application proposes the upwards and in-fil extension of two existing terrace areas. Housing Policy 16 sets out that extension to dwellings of this nature will not generally be permitted where this would increase the impact of the building as viewed by the public. The proposals will not results in an outwards spread of development, and the upwards extension will not project any higher than the existing two storey elements of the main house, given that the existing house is already fairly large and situated over 200m from the road, it's not likely that the works will result in any significant changes to the overall building mass that would result in any increase to the visual impact of the dwelling when viewed by the public.
7.0 CONCLUSION 7.1 For the above reasons the application is considered to be acceptable and to comply with Housing Policy 16 and for this reason is recommended for approval.
8.0 INTERESTED PERSON STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013 (Article 6(4), the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material (d) Highway Services Division of Department of Infrastructure and

(e) The local authority in whose district the land the subject of the application is situated.
8.2 The Planning Committee must determine: o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material; and o whether there are other persons to those listed in Article 6(4) who should be given Interested Person Status. __
