Date of Response: 17/09/18 Date of Application: 24/08/18 Application Reference: 18/00878/B Location: Ballakeigh Farm, West Kimmeragh Road, Bride Description: Erection of an extension to an existing agricultural building and alterations to an existing vehicular access Highway Comments: The application states that the extension to the existing agricultural building is to store animal feed and machinery. The proposed extension would not affect the site access arrangements or the site parking demand and should not therefore create any new highway issues. The applicant states that the proposals would also improve visibility onto the main road for the existing farm lane site access. The farm entrance would be widened from approximately 2.5m to around 5.5m, with the existing sod hedge would be reduced in height to 1.05m and 3 trees removed to increase visibility. The speed limit on West Kimmeragh Road adjacent to the site is 60mph which requires visibility splays of 2.4m x 160m in both directions to comply with visibility standards. The proposed visibility splays shown on the unnamed and unnumbered site plan submitted have not been correctly drawn as the splay in front of Ballakeigh Farm Cottage is not fully shown to the centreline of the site access. The plan shows a visibility splay of 4.5m x 78m to the left for vehicles exiting the site and 3m x 49m to the right when taken from the centreline of the site access. The proposed visibility is significantly below the visibility standards in both directions, but as it is an existing site access point the proposed improvement in the sightlines would be beneficial and is therefore afforded highway support. Highway Services does not oppose the application and it is requested that a planning condition is imposed to provide the visibility splays as shown on the plan and maintain them unobstructed at all times with nothing above 1.05m in height within the visibility splay areas.
