The officer determined that the proposal respects the site and surroundings without adversely affecting the character of the urban townscape, as the parking area is behind the main building, not reaso…
General Policy 2
Requires proposals in zoning to respect site/surroundings in siting/layout/scale, not harm townscape character, protect resident amenity, provide adequate parking/access, and avoid unacceptable road safety/traffic impacts. Officer tested minibus parking against parts (b),(c),(g),(h),(i), finding compliance due to hidden location, no neighbour harm, highways no-objection, and sufficient space despite parking loss. Condition limits extent to prevent further loss.
Parking limited to hatched area and max 6 minibuses
The proposed use of the site for the parking of minibuses, hereby approved, shall be restricted to within the hatched area shown on the submitted Site Plan, date-stamped as having been received 02 August 2018. This area shall be restricted to a maximum of 6 minibuses parked on the site at any one time. Reason: To ensure that there is no further loss of parking for the wider use of the site in accordance with General Policy 2 of the Isle of Man Strategic Plan 2016.
Do not oppose; sufficient room for 6 minibuses, no change to access, no new highway issues, no maintenance/cleaning/refuelling on site
Do not object
IOM Constabulary initially objected due to security risks from overnight parking but later withdrew concerns after discussions with Bus Vannin; Douglas Borough Council and DOI Highways Division raised no objections.
Key concern: vulnerability to criminal damage and fuel theft due to overnight parking without guardians, inadequate CCTV and lighting
IOM Constabulary
ObjectionI object to this application on the grounds stated; these expensive mini buses will be vulnerable to criminal damage. Theft of road fuel has increased over recent years on commercial vehicles parked in remote areas
Douglas Borough Council
No ObjectionDouglas Borough Council has no objections to the listed application
Department of Infrastructure (DOI) Highways Division
No ObjectionDo not oppose; The proposal would not change the existing site access arrangements; There should be sufficient room on the site to accommodate 6 parked minibuses so the proposal should not create any new highway issues
IOM Constabulary
No ObjectionRisks had been identified for example theft of fuel and general criminal damage and in many cases no CCTV is present at these locations; they have taken this into their business risk; other security specification will be explored as the fleet is being replaced to reduce the concerns although this will be over a lengthy period of time although this satisfies my immediate concerns
