24, Third Avenue, Onchan, Isle Of Man, IM3 4na
The site is a terrace house at the end of Third Avenue cul-de-sac in Onchan, with a front garden defined by a low cement rendered wall. The proposal involves removing this wall, lowering the kerb, and concreting the entire front garden (approximately 4.5m wide and varying 4.5-7m deep) to create a parking space.

General Policy 2
GP2 requires development not to adversely affect area character, resident amenity, or locality character, and to provide safe/convenient highway access with adequate parking/manoeuvring. The officer tested the proposal against highway safety (dimensions vs standards, manoeuvring) and visual amenity (garden/wall loss), finding it acceptable despite not fully meeting parking standards due to site-specific low risks and precedents. Appendix 7 parking standards recommend 2 spaces not in front of terraces to avoid poor outlook, but one space was deemed acceptable here.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Recommend approval
Highways Division opposed the application due to inadequate driveway dimensions per Manual for Manx Roads, while Onchan District Commissioners recommended approval.
Key concern: site frontage too small to accommodate parked car without overhanging footway per Manual for Manx Roads
Department of Infrastructure (DOI) Highways Division
ObjectionThe proposal cannot therefore be afforded highway support as the site frontage is too short in length.; Highway Services does not support the application as the site frontage is too small to fully accommodate a parked car in accordance with the 'Manual for Manx Roads' design guide.
Onchan District Commissioners
SupportThe Commissioners recommend that the application be APPROVED for planning purposes only.
