States 'Planning Approval should not normally be given for brownfield sites to be used as temporary car parks' to incentivise redevelopment. Officer assessed this as normally contrary but exceptionally acceptable here due to specific short-term need, limited duration, and non-commercial intent.
Time limit and use restriction
The use hereby approved shall only be for Department of Health staff and be for a limited period of 8 months from the date of this approval and on (or before) the expiry of this approval the use shall be discontinued.
