General Policy 2
Requires development to respect site and surroundings in siting, layout, scale, form, design; not adversely affect character of townscape or amenity of residents; provide satisfactory access and parking. Officer assessed the temporary structure as acceptable short-term but permanent retention would fail on design and visual impact criteria (b), (c), (g), as it could degenerate and worsen site appearance amid existing poor structures.
Community Policy 5
Permits improvements or extensions to existing schools if sited and designed per other policies, considering community use and open space. Proposal complements educational use but does not improve site quality; temporary approval aligns with policy by addressing short-term need without permanent visual harm.
Community Facility Proposal 1
Retains Buchan School site for educational purposes; residential use appropriate if education no longer required, post-assessment. Supports continued nursery use pending relocation plans.
Temporary permission - removal by 30/09/2022
The building hereby approved shall be removed and the land restored to its former condition on or before 30/09/2022 unless otherwise approved by the Department via a subsequent planning application. Reason: The building is acceptable only for a temporary period because it meets a specific short-term need and the retention of which would have a negative impact on the visual appearance of the site and surroundings.
DNO - Do Not Oppose. No changes to site access and parking; no increase in children, traffic, or parking demand as classroom already in use; no new highway issues.
Department of Infrastructure (DOI) Highways Division does not oppose the retrospective application for a permanent detached classroom unit, as there are no changes to site access, parking, or traffic movements since it is already in use.
