General Policy 2
GP2 requires development in accordance with the land-use zone, here designated 'Residential' in the Area Plan for the South. The officer assessed the polytunnel as ancillary domestic use fitting within the residential curtilage alongside existing garage, shed, and garden features, not harming character despite exceeding some PDO limits, and compliant subject to the non-commercial condition.
Transport Policy 10
TP10 controls development in and around airports, airfields, and air traffic control sites to ensure safe and efficient use. The officer found the small-scale polytunnel in the PSZ acceptable as it is smaller than existing dwellings and garage, temporary in nature, for private use with no additional visitors, and not expected to impact air traffic safety.
Transport Policy 11
TP11 prohibits permission for development significantly increasing people residing, working, or congregating within the PSZ at Ronaldsway Airport. The private-use polytunnel introduces no such increase, satisfying the policy as confirmed in the conclusion.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
No commercial use
The polytunnel hereby approved shall not be used for commercial use at any time. Reason: To safeguard the residential character and amenities of the area and to protect local highway safety.
