Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Reason: The application did not propose and was not assessed as two separate residential units.

Officer’s Report THE SITE
1.1 The site is the residential curtilage of an existing dwelling, Triskele, which sits on the western side of the A4 within Patrick village. It is the only property in the village on this side of the road, the same side as Knockaloe Farm. - 1.2 The property is a relatively traditional two storey property with attached annex on the southern side which was originally a garage. This space was converted to additional living accommodation under 90/00111/B and then this was approved for use under 00/00059/C for use as self-catering tourist accommodation. The floor area amounts to around 28 sq m of floor space which is less than the minimum area for permanent occupation by one person under the Housing (Flats) Standards 2017. THE PROPOSAL
2.1 Proposed is the change of use of the annex from tourist accommodation to residential. The applicant has clarified by telephone (29.06.18) that this is to be part of the main house and not a separate residential unit. PLANNING POLICY - 3.1 The site lies within an area designated on The Isle of Man Planning Scheme (Development Plan) Order 1982 as not for a particularly purpose and of High Landscape Value and Scenic Significance. It is also included, somewhat inappropriately, as land for Government or Service Department purposes.
3.2 There are no Strategic Plan policies which apply directly to the proposal. There are no physical changes to the building and there would be a reduction in traffic and general activity associated with the site as a result of the proposed change of use. PLANNING HISTORY - 4.1 As stated above. REPRESENTATIONS - 5.1 Patrick Parish Commissioners have no obiection (10.07.18).
5.2 Highway Services submitted comments on 11.07.18 which clearly relate to 18/00590/B and have been removed. There are no comments on file from them for 18/00591/B. ASSESSMENT - 6.1 The proposal reverts back to the position which was approved in 1990 and the proposal has no impact other than a reduction in activity in this unsustainable location. CONCLUSION - 7.1 The application is in accordance with policy and is supported.
