1.1 The application site is the residential curtilage of 7 Mull View, an existing single storey dwelling with accommodation in the roof located at the end of a small cul-de-sac of 12 similar sized dwellings on the eastern side of the main road running through Kirk Michael.
1.2 The existing property has a front elevation facing west towards the main road. There is a small single storey projection on the front elevation with a ridge height of 4.3m, an existing single garage attached to the side elevation. At the rear the dwelling faces over an open field and towards Druidale and on the rear elevation is an existing conservatory.
1.3 The ridge height for the main house is approx. 5.5m.

6.0 ASSESSMENT Character and Appearance 6.1 The dwelling is not of any particular architectural interest to warrant its protection. The proposals would not represent an unacceptable level of development and are not expected to harm the appearance of the existing dwelling or the surrounding residential cul-de-sac.
6.2 The raising of the roof is to be the most notable change from within the streetscene, although the sloping and stepped nature of the land and the dwellings is likely to result in the 500mm increase having a negligible impact on the general character of the area.
6.3 The installation of the rear dormer is expected to bring about the biggest change to the dwelling. While dormers covering such large proportions of the rear roof slope should generally be

avoided, in this specific instance the dormer is to be located at the rear and facing over an open field. Views from public vantage point are only expected from acute angles and at current the dormer would not viewed in its entirety.
6.4 For the above reasons it is considered that the proposal complies with GP2 (b) and (c).
Impact on Neighbours 6.5 The majority of the works are proposed at the rear. The orientation and arrangement of the existing dwelling and its immediate neighbours will help to limit any overbearing and over- dominating impact. The 500mm height increase of the main ridge may be visible to the neighbours although it is not expected to have any adverse impacts upon their living conditions. In this respect, the proposals comply with GP2 (g).
Parking and Highway Safety 6.6 The proposals will not result in any changes to the existing parking or vehicle access arrangements. Highway Services do not oppose the application and do not expect any new highway issues to arise. The proposal is therefore in accordance with GP2 (h) and (i).
7.0 CONCLUSION 7.1 The proposal is considered acceptable and in accordance with the appropriate policies of the Isle of Man Strategic Plan 2016.
8.0 INTERESTED PERSON STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013 Article 6(4), the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material (d) Highway Services Division of Department of Infrastructure and (e) The local authority in whose district the land the subject of the application is situated.
8.2 The decision maker must determine: o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material; and o whether there are other persons to those listed in Article 6(4) who should be given Interested Person Status. __
