Officer’s Report
1.0 THE APPLICATION SITE 1.1 The application site is 9 Christian Street, Peel, a two storey mid-terrace dwelling located on the northern side of the road and within the Peel Conservation Area.
1.2 The property has a front elevation comprising two single timber doors with glazing and two large areas of windows installed with side by side sliding sash windows above which at first floor are three top opening casement windows.
2.0 THE PROPOSAL 2.1 The current planning application seeks approval for the replacement of the existing front doors with a new UPVC cottage style door and the replacement of all the windows (ground and first floor) with new UPVC 50/50 sliding sash windows.
3.0 PLANNING HISTORY 3.1 Previous planning applications specific to this specific site and relevant in the assessment of the current application:
o PA 14/00613/B - Replace existing large window with two smaller windows to front elevation- APPROVED
4.0 PLANNING POLICY o Peel Local Plan 1989- Land-use Designation 'Mixed Use' o Peel Conservation Area 1990

5.0 REPRESENTATIONS Copies of representations received can be viewed on the government's website. This report contains summaries only.
5.1 Local Commissioners - no objection (24/06/2018)
5.2 The Department of Infrastructure were not consulted on the application.
5.3 A representative of IOM Victorian Society commented on the application on 25/06/2018, stating that the windows will replace the existing incongruous windows but that the proposed door style was not correct and that either a 4 or 6 panel style door should be installed depending on the date of the property.
6.0 ASSESSMENT 6.1 Windows and doors are often the most important element in any façade and can help to gauge the age and/or purpose of a building. While the existing is of a traditional style and Manx cottage appearance, it has been subject to previous alteration, particularly on the front elevation which has resulted in a loss of its original character.
6.2 The existing front doors are inappropriate and do not positively contribute to the character of the Conservation Area, similarly the mix of window styles across the front elevation also result in a negative impact on the appearance of the dwelling. In this particular instance, it is considered that the removal of the existing doors and windows and their replacement with new upvc doors and new upvc 50/50 sliding sash windows will bring about a uniformity to the front elevation and likely result in a more sympathetic appearance above and

beyond the existing appearance. While resulting in a visual improvement to the existing dwelling, it's likely that the proposals will have a negligible impact on the wider character and appearance of the Conservation Area which is to be preserved.
7.0 RECOMMENDATION 7.1 Overall, it is concluded that the proposals comply with the aforementioned policies of the Isle of Man Strategic Plan 2016 and is recommended for approval.
8.0 INTERESTED PERSON STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013 Article 6(4), the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material (d) Highway Services Division of Department of Infrastructure and (e) The local authority in whose district the land the subject of the application is situated.
8.2 The decision maker must determine: o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material; and o whether there are other persons to those listed in Article 6(4) who should be given Interested Person Status. __
