Description: Alterations and extensions including conversion of existing utility/plant room to accommodation block, and yard alterations including creation of decked/ramped area and relocation of parking
Highway Comments: The elevation plan shows that there would be 1 additional bedroom provided as a result of the development, but it is unclear if there would be any other extra bedrooms proposed. This should be clarified by the applicant, and existing and proposed floor plans of the whole site provided as necessary, as the number of bedrooms has an impact on the parking standards in 'The Isle of Man Strategic Plan 2016'.
There would be no site access changes from the adjacent highway for the development. The existing car park layout on the existing site plan is unclear as the unmarked spaces would be 3.5m to 4.5m long adjacent to a 5.5m wide aisle. This is inadequate to accommodate parked cars as the minimum bay size specified in the 'Manual for Manx Roads' (MfMR) design guide is 2.5m wide and 5m in length. In addition, it does not appear to reflect the 2010 google images which show some site parking spaces. A site visit therefore needs to be undertaken by Highway Services to confirm the current site parking arrangements and if there would be any loss of site parking from the development. It is recommended that the applicant checks the accuracy of the site plans submitted.
To facilitate the construction of the new access ramp to the building, the site car park would be modified with the parking area extended into the adjacent site landscaped area. The proposed parking area would have 7 no. spaces each of size 2.5m x 5m which complies with the minimum bay size in the MfMR. A car park aisle width of 6m would be provided which is sufficient to allow cars to turn into and out of the spaces.
Highway Services request that the application is deferred to allow the applicant to consider the above and enable Highway Services to undertake a site visit.
