Officer's Report
Site
The application site represents the residential curtilage Tholt Y Will House, Tholt Y Will, Sulby which is a large two storey detached property, located on the southern side of the A14 and east of the Tholt Y Will hairpin bend.
Proposal
The application seeks approval of the Installation of solar panels to southwest elevation of the dwelling.
Department Policies
The application site is within an area recognised as being an area of “wood land” under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area; but is within an area zoned as High Landscape or Coastal Value.

Representations
Lezayre Parish Commissioners have made the following comments:-

The Planning Authority has received no privately written representations objecting to the proposal.
Assessment
In terms of planning policies within the Strategic Plan Energy Policy 4 is the most relevant to consider. This states:-
"Development involving alternative sources of energy supply, including wind, water and tide power, and the use of solar panels, will be judged against the environmental objectives and policies set out this Plan. Installations involving wind, water and tide power will require the submission of an EIA."
The proposed solar panels and alterations are all very minor proposals which are not apparent from public view. They would all be appropriate and in keeping with the existing property and would not significantly affect the character and appearance of the street scene or the surrounding in general.
It is judged that the environmental improvements outweigh the visual impact caused by the proposed development.
Given the dwellings position, orientation and distance from neighbouring properties the proposal would have no adverse impact upon nearby residential amenities.
Recommendation
Overall, for these reasons the proposals would be appropriate in these locations and therefore the application is recommended for approval.
Party Status
It is considered that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the installation of solar panels to dwelling as proposed in the submitted documents and drawings 1700 02 P01 and 1700 02 P02 all received on 13th June 2011.
