The officer noted the shopfront's importance to the streetscene in a proposed Conservation Area, as highlighted in the draft Conservation Area Appraisal which encourages retaining original shopfronts.…
Strategic Plan
Requires development within a Conservation Area to preserve or enhance character or appearance. Officer assessed that proposal accords with policies if replication achieved via conditions. Site in proposed CA, so care needed in replacements.
Windows Policy 1/98 'Buildings in Conservation Areas'
Requires new windows within Conservation Areas to replicate originals. Applied despite not adopted CA, given area identified for status; proposal tested on matching existing profiles and stained glass.
Planning Policy Statement 1/01 - Conservation of the Historic Environment of the Isle of Man
Guides conservation; referenced alongside Strategic Plan for preserving CA character. Officer used draft CA Appraisal noting building's red Ruabon brick and rare original shopfronts.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Sample of window/door profile
Prior to the installation of any replacement windows or doors, a sample of the profile of the replacements in terms of frame, transom and cill shapes and sizes, must be approved in writing by the Department. Reason: to ensure that the replacement features are appropriate for this site within a proposed Conservation Area.
Consistent colour
The replacement frames and doors may be any colour provided that the colour is consistent within the frontage. Reason: to allow interest and variety in the choice of replacement windows and shopfront, which originally were timber and would have been painted in a colour.
Sample of stained glass
Prior to the installation of any replacement windows or doors, a sample of the leaded stain glass lights to replicate those already in places, must be approved in writing by the Department. Reason: to ensure that the replacement features are appropriate for this site within a proposed Conservation Area.
no objection
IOM Victorian Society congratulated the applicants but raised concerns about insufficient details on window design and suggested considering powder coated aluminium; Port St Mary Commissioners had no objections.
Key concern: insufficient detailed drawings to confirm replication of existing window bottom, cill, and profiles
IOM Victorian Society
congratulate the applicants on what they are trying to achieve; saying here is the website of the window manufacturer, have a look for yourself is not the way planning works; it may be better to consider powder coated aluminium which offers a better choice of shapes; It is possible that coated aluminium was used on the replacement to the 1930's shopfront to Ken Quine's hardware shop in Port Erin
