Date of Response: 05/04/18 Date of Application: 23/03/18 Application Reference: 18/00257/C Location: Unit 6A Gladstone Park Industrial Estate, Ramsey Description: Change of use to dog day care centre Highway Comments: The proposal is to covert the existing industrial unit, currently used for storage, into a dog day care and training centre. The application states that the other units on the site are currently used for a dog training centre, 2 storage units and a garage. Access to the site from the adjacent road would be unchanged. The management plan states that only the applicant would be employed at the site initially, and estimates that 10 dogs would be looked after. However, if the business expands in the future then another member of staff would be employed to look after another 10 dogs. The maximum usage of the site should be 2 staff and 20 dogs. A planning condition would be required to limit the business to 2 staff members only, and limit the number of dogs, to control the site parking demand. The facility would operate 7am to 8pm Monday to Saturday, but the applicant also wishes to use the site at weekends for activities like puppy parties and taster days. There are no specific parking standards in ‘The Isle of Man Strategic Plan 2016’ for the proposed use and therefore the site parking demand needs to be determined by Highway Services. The applicant states that there is only 1 car parking space at the building and that she would walk to the site. This space could therefore accommodate parking for a second member of staff, but there would be no parking to allow customers to pick- up and drop-off their dogs during the week. In addition, there would be no parking for the weekend events of puppy parties and taster days where parking is considered likely to be required for a period of time rather than just to pick-up or drop-off. If the applicant has a legal right to use any other parking spaces on the site, or if there are any spaces that are shared use between the different units, then this should be confirmed by the applicant. The lease plan shows 2 different red line application boundaries, one for just the unit and one for the industrial estate, and therefore it is unclear if any further parking would be available. It is anticipated that at least 2 parking spaces would be required for customer drop-off and pick-up movements and preferably more to cater for customers arriving at the same time. Additional spaces would be needed for the weekend parties and taster days unless the applicant could demonstrate that other parking spaces on the site could be legally used to accommodate this. The applicant should provide details on the maximum number of customers and dogs that would attend these events and for how long to enable the parking demand for this element to be determined.

On the basis of the information submitted to date, there is a lack of parking at the site to be able to cater for the parking demand that would be generated by the proposed business. Highway Services requests that this application is deferred to allow the applicant to consider the above to identify if any further parking can be made available to address this. Recommendation: DEFER
