1.0 THE SITE - 1.1 The site is the curtilage of part of the former Nobles Hospital site situated along Westmoreland Road. The site accommodates a range of health-related facilities including the blood clinic, doctor's surgery, offices and therapy facilities and associated car parking.
2.0 THE PROPOSAL - 2.1 The applications seeks approval for the removal of existing external doors and increase opening widths to curved entrance corridor.
3.0 PLANNING STATUS AND POLICY - 3.1 The site lies within an area designated as Hospital on the Douglas Local Plan of 1998. The site is not within a Conservation Area. - 3.2 General Policy 2 states: "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
4.0 PLANNING HISTORY - 4.1 There have been a number of applications submitted for the redevelopment of this site from its former main hospital use, none of which is particularly relevant to the consideration of this application.
5.0 REPRESENTATIONS - 5.1 Douglas Borough Council indicates that they do not oppose the application (29.03.2018). - 5.2 Highway Services indicate there is no highway implications (06.04.2018).
6.0 CONCLUSION - 6.1 The proposed works are minor alterations to a substantial building which would enable better access to the building for member of the public. There are no concerns with the proposal.
7.0 RECOMMENDATION - 7.1 The application is recommended for an approval.
