Dear Madam,
Re: Proposed demolition of existing dwelling (Gatekeeper Cottage) and erection of replica building on part of field no. 434107 adjacent and erection of replacement dwelling, its new access drive and associated landscaping incorporating part of field no. 434112 and associated works to the existing access lane (comprising amendments to PA 17/01076/B) at Ballawoods, Gatekeepers Cottage, off Douglas Road, Ballasalla, Isle of Man for Dr John C Taylor OBE.
This application follows on from the previously approved planning application (PA 17/01076/B) and encompasses refinements to the proposed building positions, ground and floor levels. We are pleased to enclose four copies of our amended drawings numbered:
On site borehole testing to establish ground and groundwater conditions following the above planning approval revealed a higher water table than anticipated, making the current approved surface water situation problematic. Following on from these test results, we respectfully propose this amended planning application with the following adjustments for consideration.
DWELLING:
Alterations to the approved application comprise:
The approved basement finished floor level rises from 40.00 up to 40.925 a rise of 0.925m.
The approved ground floor finished floor level rises from 42.92 to 44.21 a 1.29m rise.
The approved first floor mezzanine level of 45.77 rises to 47.285 a 1.51m rise.
The approved ridge height of 49.80 rises to 50.99 a rise of 1.19m.
(These levels relate to the IOM Groundmodels survey information).
To ensure that the proposed increase in height does not cause any possible perception of the dwelling having any overbearing effect on the railway line, the proposals position has been altered also, pushing it back a further 5.0m to the north west and allowing the gentle grassed slope up from the railway line to the dwelling to be maintained.
Importantly, these alterations result in a neutral visual effect from that of the current approval. Alongside this alteration, we propose further landscaping and natural planting to the south west aspect of the proposed new dwelling also.
The amended proposal, repositioning and height increase, results in no adverse effects trackside and due to the substantial distances involved from the closest carriageway A5 (450m as the crow flies), results in no perceivable change from this aspect. The proposed ridge height at 50.99 is 6.54m below the A5 main carriageway at its point where the access lane adjoins.
GARDEN STORE:
In relation to the replica gatekeepers Cottage, there is also an opportunity to improve upon the previous approval in relation to the position of this building. The replica gate keepers cottage has been located 7.7m further to the south west to clear the modern crossing infrastructure and allows the passage of new below ground services to the proposed dwelling. We would introduce here a slightly raised and planted area with black bullnose bricks as seen at the next station in Ballasalla.
Accompanying this amended planning application are four copies of the planning application form duly completed and the planning submission fee of £570.00 payable to The Isle of Man Government.
Two copies of the enclosed drawings and planning application form are for onward transmission to the Design Division of the Department of Transport and the Local Authority, for their consideration.
