Officer's Report
The Site
The application site is the curtilages of 1-19 (odd No.s) St German Place, Peel. The properties occupy the northern side of St Germans Place, have dashed exterior walls and are all of the same general design.
The Proposal
This application seeks approval for a number of changes to the exteriors of the properties which are aimed at improving their general condition and thermal efficiency. The works would consist of the following:
- Demolition of chimney stacks and making good of roof;
- Replacement of gutters and downpipes with uPVC;
- Replacement of sofits and barge boards with uPVC;
- Application of rendered insulation system to external walls;
- Application of GRP over cills to existing concrete cills;
- Replacement of existing external vented stack with new in uPVC;
- Overcladding of porch roofs with fibreglass with uPVC fascias.
Planning Status
The application site is located within an area identified as being residential use by the Peel Local Plan. The site is not within a conservation area.
Planning History
The site has been the subject of a number of previous applications however none are considered relevant in the assessment and determination of this application.
Representations
The Highways Division of the Department of Infrastructure does not oppose this application. Peel Town Commissioners do not oppose this application.
Assessment
The proposal would improve the appearance of the buildings and also assist thermal efficiency. The scheme is judged to represent a clear improvement to the streetscene and the wider area in general.
Recommendation
Permit.
Party Status
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:

The Highways Division and the Planning Authority are both part of the Department of Infrastructure. As such, the Highways Division cannot be afforded Interested Party Status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to refurbishment works including removal of chimneys and application of insulation render, 1-19 (Odd Nos.), Peel, as shown by 1221/11 and 1221/12 received 9th June 2011.
