Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.

1.1 The application site is located on Parliament Square, within a row of single storey shops units opposite 'The Swan' public house. The shop is a Class 1 shop and sits between an insurance broker and a takeaway. The existing front elevation of the unit is finished in painted render and has shiplap uPVC cladding across the entire frontage, above the windows and doors.
5.2 Ramsey Town Commissioners have commented on this application and stated that they do not object, in the letter dated 23 February 2018. ASSESSMENT - 6.1 The unit is an existing shop within a mixed use area in the town centre. The alterations to the shop unit are generally cosmetic and no change of use has been included in the application. Therefore the principle is acceptable, subject to the considerations below.
6.2 The external alterations are largely in keeping with the existing unit, rerendering/repainting the external walls, replacing the shop front in similar materials as the previous and replacing the cladding on the upper section of the building. Following negotiations the applicant has agreed to amend the proposed materials of the frontage to remove the shiplap uPVC and include an integrated signage design.
6.3 The proposal is currently served by the parking area to the front of the site and is in a town centre location with links to public transport. The proposal does not create any additional floor space, but will allow for better use of the existing; however this is not considered likely to intensify the use in any significant way. CONCLUSION - 7.1 The proposal would not unacceptably harm the characteristics of the existing building or the character of its surroundings. The proposed development would not result in a significant adverse impact upon the living conditions of neighbouring residents. The proposal therefore complies with General Policy 2.
