Officer’s Report
THE SITE 1.1 The application site is located on Parliament Square, within a row of single storey shops units opposite 'The Swan' public house. The shop is a Class 1 shop and sits between an insurance broker and a takeaway. The existing front elevation of the unit is finished in painted render and has shiplap uPVC cladding across the entire frontage, above the windows and doors.

THE PROPOSAL 2.1 The proposal is to Refurbish of shop unit, including the addition of a new shop front, alteration of the doorway, repainting/rendering of the external elevation and replacement of the uPVC cladding.
PLANNING POLICY 3.1 The site is shown on the Ramsey Local Plan Order 1998 map No.2 as being within the local plan area and the property is designated within an Mixed Use area within the Town Centre. General Policy 2 applies to proposals that are in accordance with the land-use zoning. Due to the nature of the use Business Policy 9 and Business Policy 10 are also applicable.
PLANNING HISTORY 4.1 The previous planning applications are not considered to be specifically material in the assessment of the current application.
REPRESENTATIONS 5.1 Representation from the Department of Infrastructure (DOI) Highways Division confirms that there is no highways interest in the letter dated 02 February 2018.
5.2 Ramsey Town Commissioners have commented on this application and stated that they do not object, in the letter dated 23 February 2018.
ASSESSMENT 6.1 The unit is an existing shop within a mixed use area in the town centre. The alterations to the shop unit are generally cosmetic and no change of use has been included in the application. Therefore the principle is acceptable, subject to the considerations below.
6.2 The external alterations are largely in keeping with the existing unit, re- rendering/repainting the external walls, replacing the shop front in similar materials as the previous and replacing the cladding on the upper section of the building. Following negotiations the applicant has agreed to amend the proposed materials of the frontage to remove the shiplap uPVC and include an integrated signage design.
6.3 The proposal is currently served by the parking area to the front of the site and is in a town centre location with links to public transport. The proposal does not create any additional floor space, but will allow for better use of the existing; however this is not considered likely to intensify the use in any significant way.
CONCLUSION 7.1 The proposal would not unacceptably harm the characteristics of the existing building or the character of its surroundings. The proposed development would not result in a significant adverse impact upon the living conditions of neighbouring residents. The proposal therefore complies with General Policy 2.
INTERESTED PERSON STATUS
8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013 Article 6(4), the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material (d) Highway Services Division of Department of Infrastructure and (e) The local authority in whose district the land the subject of the application is situated.

8.2 The decision maker must determine: o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material; and o whether there are other persons to those listed in Article 6(4) who should be given Interested Person Status. __
