Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
This approval relates to drawing numbers 01 and associated photograph sheet all date stamped and received 18/01/2018. Interested Person Status – Additional Persons NONE _____________________________________________________________________________ Officer’s Report
1.1 The application site is the residential curtilage of 13 Malew Road, Castletown an existing two storey semi-detached dwelling situated on the western side of the road part way between Castletown Football Club and the traffic lights of the A5 and A3 cross road junction. - 1.2 The existing property is finished in painted render and has a grey tiled roof. - 1.3 At the rear both of the semi-detached properties have a symmetrical appearance. Both have a lean-to conservatory and a lean-to extension with matching projections. Both conservatories sit on the inner side and along the shared boundary wall. PROPOSAL
2.1 The current planning application seeks approval for the replacement of the existing conservatory roof of the application site only with a new tiled roof finished in Metrotile slate grey. PLANNING HISTORY - 3.1 The site has been subject of a number of applications the most relevant in the case of this application is PA 01/00841/B for the erection of the conservatory. PLANNING POLICY - 4.1 The application site is within an area designated on the Area Plan for the South 2013 as "Residential". In terms of policy it is important to consider General Policy 2 of the Isle of Man Strategic Plan 2016 in the assessment of this application.
General Policy 2 states; "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

5.1 Castletown Commissioners have not provided comments on the application (07/03/2018).
5.2 The Department of Infrastructure have indicated that there is no highway interest in this application (22/02/2018). ASSESSMENT - 6.1 The proposed roof tiles would be almost identical in appearance to the existing roof of the main house. They would not be visible from Malew Road and as such the character of the existing property and street scene would remain unaffected.
6.2 While views of the proposed conservatory roof will likely to limited to those either side of the site. The installation of the proposed grey roof tiles is likely to provide a constant and unbroken appearance through the rear elevation of the property enhancing the overall appearance with no adverse visual impact.
6.3 No adverse impacts are expected on the amenities of the neighbours. While the adjoining property may be aware of the change of roof, especially in terms of general lighting levels, the replacement of the glazed roof with a solid roof is not expected to significantly or adversely
7.1 For the above reasons the proposal is considered to comply with GP2 of the Isle of Man
Strategic Plan 2016 and therefore acceptable. INTERESTED PERSON STATUS
