Initial notes and or Conditions (if any) The proposal would demolish the existing garage of Bankfield Bungalow to facilitate the development. The proposed bungalow would have 3 bedrooms which requires 2 car parking spaces to comply with the parking standards in the strategic plan. The proposed site plan shows 2 no. 3m x 6m spaces with adequate on-site turning space to allow the vehicles to enter and exit the site in forward gear. There is considered to be sufficient hardstanding remaining on the Bankfield Bungalow site to accommodate replacement parking to offset the loss of the redundant garage. The site parking provision for both the new dwelling and existing Bankfield Bungalow is therefore acceptable. The existing access to Bankfield Bungalow is set back approximately 8m from the highway and is to remain unchanged. A new 3.6m wide site access is to be created to serve the new dwelling which would be located 4m away from the Bankfield Bungalow access and at least 6m back from the edge of the Ballamodha Straight carriageway. Ballamodha Straight is derestricted and therefore not subject to any speed limit to the north of the development site and there is a 50mph limit in place to the south of the site. The speed limit changes at a point in the vicinity of where the new site access is proposed. The developer would therefore be responsible for relocating the existing speed limit signage to

facilitate the construction of the new access.
Chronology of discussion 24.01.2018 - The UK's 'Design Manual for Roads and Bridges' requires highway visibility of at least 120m for 50mph traffic and 160m for 60mph (the maximum speed quoted). The location plan shows highway visibility splays incorrectly drawn to the centreline of the Ballamodha Straight carriageway rather than to the carriageway edge adjacent to the site. However, scaling from this drawing shows splays of 2.4m x 160m for the new access can be achieved in both directions and therefore the new site access location is considered to be acceptable.Highway Services does not oppose this application subject to the following conditions: Prior to any construction, the speed limit signage shall be relocated to a position agreed with Highway Services. Reason: In the interest of highway safety and amenity. Prior to any construction, the access shown on drawing no. 17/13/01 dated November 2017 shall be constructed and the visibility splays of 2.4m x 160m shall remain unobstructed at a height of 1.05m thereafter. Reason: In the interest of highway safety. Recommendation: DNOC
