Have you had any time to consider the below with regards to the deferral currently requested for the above application at Eden Park.
Highways have requested evidence be submitted to identify why this parking is needed.
In earlier correspondence between Paul Brew and Tim Robinson it was indicated that this is due to units installing mezzanine floor levels and consequently increasing the area and the need for parking (I have attached that email thread below).
“The proposals are to create additional parking spaces without any written justification as to why.
“It is recommended the agent provide details of the existing floor areas of the units currently in operation and the number of parking spaces required as per the Parking Standards as set out in Isle of Man Strategic Plan (appendix 7) Area of existing units was 3615sq m and this equated to a minimum of 120 spaces , but we are aware approximately 5No units have installed mezzanine after they purchased the properties and we do not have the details of these layouts but it would be fair to assume that eventually approximately 60% of the units may have mezzanines which will increases the floor area to 5271 sq m which equates to 176 spaces.
“This will give a baseline as to whether the original parking allocation for the business park was in accordance with standards or below that threshold.

“Notwithstanding the above, there is a direct link between the location of new development, its effect on the transport network and the provision of a more integrated transport network. Providing more parking provision reduces the likelihood of employees / visitors using public transport, car sharing or taking up active travel.
“Strategic Policy 10 states " New development should be located and designed such as to promote a more integrated transport network with the aim to: (a) minimise journeys, especially by private car; (b) make best use of public transport; (c) not adversely affect highway safety for all users, and (d) encourage pedestrian movement
“It is important that agent satisfies this policy by providing additional supporting evidence.
“Therefore, based on the above, further information is required prior to final comments from highway services.”
The additional parking spaces is to provide for the increased use of cars along with a desire from Eden park to ensure car parking is never problematic (which it is on other business parks and industrial estates)...in addition it helps to ensure there is overprovision to support the mezzanines that have been installed and probably will be installed.
Please can you advise if this is sufficient enough to resolve Highways request for a deferral?

I’ve noted that Highway Services have sought that the application be deferred, seeking further information from you. Their comments should be online during the next half an hour or so, but for the sake of speed their full comments are below my signature. Since I’m leaving the Department on Friday I’d welcome your thoughts / response to their queries prior to then if at all possible, please. It’s unlikely, though, that I’ll be able to yield a final response from Highway Services prior to my departure, unfortunately. If I can have your comments, though, I will be able to pass these on to the officer taking this application forward after I leave.
