RE : Approval in principle to erect dwelling and garage in the grounds of "Strathallan House"(Formerly Calvary House and Calvary Cottage) Summerhill, Douglas. Isle of Man. IM2 4PB.
Please find enclosed copy of our planning application prepared in connection with the above together with the following planning statement prepared to assist your department in processing the submission. This application is to obtain outline approval to split the existing site into two, form a new vehicular access onto the highway and erect a new dwelling / garage within the grounds of "Strathallan House". The proposal also seeks approval to discharge the proposed siting and means of access. An indicative drawing, as proposed, is included with the submission for guidance purposes. The area of land coloured Blue in the submission is owned by "Mandamus Limited" of "Tremissary House", Strathallan Road, Douglas (adjacent property to the site) An agreement is in place for the applicant to purchase this land to enable the proposal to go ahead.
Existing buildings on the site consist of a three storey dwelling, triple garage, garden shed and summer house. The existing garage will be demolished to make space for the proposed dwelling. A replacement garage would be constructed in due course for Strathallan House, in the position indicated on the indicative drawing, nearer to the existing dwelling and not visible from the Summerhill roadway. The overall area of the site outlined in red equates to an area of 3603 square metres. The site allocation of land would be 956 square metres for the existing property and 2647 square metres for the proposed property. There are two vehicular access points onto the highway, on Strathallan Road and Summerhill. The site is established as residential use. The site was formerly known as "Calvary Glen" but has been developed over the years for residential purposes with the original ground level being raised around 8 metres in some places.
The proposed footprint indicated within the application is indicative only and meant for guidance purposes only. The footprint indicated measures 17 \mathrm{~m} \times 11 \mathrm{~m} which equates to an area of 187 square metres. The proposed new dwelling accommodation is to be provided over 2 levels with the overall floor area equating to around 374 square metres. It is envisaged that the new dwelling would be single storey above the existing ground level with basement accommodation provided below, built into the sloping ground and providing views across Douglas Bay. The roof level would be limited in height to preserve the coastal views and outlook for the existing neighbouring properties. Any detailed design would be subject to a future reserved matters application and designed sympathetically to reduce impact. Any detailed design would be designed in consultation with the planning office prior to submission of a reserved matters application. All finishes would be appropriate and suitable for the location. The roof would be a shallow pitch or flat roof incorporating a parapet wall, both primarily to reduce the visual impact from Summerhill and neighbouring properties. Foundations would be piled in view of the fact that the ground levels have been significantly built up and that there is a storm water culvert passing under the site. which needs to be protected.
The site can be adequately serviced with electric and water. Surface water drainage would be disposed off via an existing water course passing through the site. This water course would be surveyed prior to any building work and precautions taken to prevent any damage or additional loadings being transmitted onto the existing structure. Foul drainage would connect to the existing foul sewer within the Summerhill highway. The proposal would include for the formation of a new additional vehicular access from the site together with provision for on site manoeuvring and parking for both properties. Adequate site lines of 40 metres can be provided in both directions for the proposed new vehicular access onto the highway. One conifer tree on the site of the proposed garage would need to be removed together. with a small group of 3 small sycamore trees to the South East corner of the proposed dwelling. All other trees on the site would be retained, including the trees at the lower end of the site providing screen separations to the rear of properties on the promenade.
