From the Planning List 24 November and excluding planning applications with suffix ‘CON’ and re- consultations, the following new planning applications have highway related impacts and will be subject to a separate response:

The following planning applications have no significant negative impact upon the highway network in terms of highway safety, highway operation and car parking. Highway Services HDC does not oppose (DNO) the following applications. Advisory comments are applied where relevant, such as for licences to use the highway for equipment and material during works:
· 23/01249/B - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and/or parking, providing the stables are conditioned for sole use by the occupier of the site (due to the standard of vehicular access not suitable for frequent commercial use access). · 23/01267/B - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and/or parking. · 23/01298/A - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and/or parking, as the site access position was previously approved, is on a low traffic flow road and the site access gate is suitably set back from the public highway. A S109 highway agreement will be required for any future tie into the adopted highway for the site access. · 23/01300/B - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and/or parking, as the access visibility splay is still suitable and the proposals relieves on-street parking demand. Parking space 6 on the parking layout plan should ideally be removed or relocated to improve access visibility further although not essential. · 23/01310/B - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and/or parking. Parking spaces should be conditioned as allocated as one space per flat and marked as such. The Applicant should consider secure cycle parking for residents of the proposals to encourage sustainable travel. · 23/01312/B - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and/or parking. A S109 highway agreement will be required for the new driveway access for existing dwelling. · 23/01317/B - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and/or parking. · 23/01328/B - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and/or parking. · 23/01329/B - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and/or parking. · 23/01330/B - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and/or parking, as the site access has adequate visibility and the site grounds has suitable vehicle manoeuvring area.

The applicant should consider whether the site pitches next to the A3 are in a suitable location due to traffic noise levels and protection in the event of errant vehicles from the A3. · 23/01338/C - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and/or parking. · 23/01342/C - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and/or parking, as there is enough parking on-site to provide parking for staff and visitors of the proposals, , providing maximum visitor levels using the studio at any one time are conditioned (no more than 8 at a time). · 23/01343/B - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and/or parking, providing the driveway is increased to 3.6m in width as per Manual for Manx Roads standards and to allow vehicles to turn in and out of the drive more easily from the narrow rear access road. · 23/01347/C - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and/or parking, as there is enough parking on-site for residents and a therapy visitor, subject to the parking proposals being conditioned on first use of the proposals. · 23/01355/B - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and/or parking. · 23/01356/GB - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and/or parking. A S109 highway agreement will be required for the widened dropped kerb accesses. · 23/01358/C - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and/or parking. · 23/01374/B - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and/or parking. · 23/01376/B - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and/or parking.
