General Policy 3
Resists development in countryside except specified circumstances, none applicable here, but exception via EP21 for equestrian use if not detrimental to character/appearance. Officer found principle acceptable given existing stables and equestrian operation.
General Policy 2
General requirements for development. Assessed as compliant in design and impacts.
Environment Policy 1
Protects countryside; proposal not unduly intrusive due to screening and integration.
Environment Policy 14
Class 3 soils not high quality; land retains agricultural potential for grazing.
Environment Policy 19
No loss of amenity, highway concerns or high-quality soil; non-commercial use minimises traffic.
Environment Policy 21
Explicitly allows equestrian stabling if not detrimental by siting/design/size; extension meets criteria via proportionality, finishes and position.
Spatial Policy 5
Requires good design; extension typical stable form, screened, not incongruous.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Equestrian use only
For the avoidance of doubt, the stable extension hereby permitted shall only be used for equestrian purposes. Reason: The countryside is protected from development and an exception is being made on the basis of equestrian need only.
Removal if equestrian use ceases
The stable extension hereby approved shall be removed and the ground restored to its former condition in the event that it is no longer used or required for equestrian purposes for a period longer than 12 months. Reason: The building has been exceptionally approved solely to meet equestrian need and its subsequent retention would result in an unwarranted intrusion in the countryside.
