The site is designated as public open space under the Onchan Local Plan, and the proposal for a vehicle park does not constitute any of the eight listed exceptions under General Policy 3 of the Isle o…
General Policy 3
Requires no development outside zoned areas except eight specific exceptions (e.g. agricultural housing, redundant building conversions). Officer assessed vehicle park and found it fits none, creating presumption against development on open space site.
Recreation Policy 2
Prohibits development causing loss of open space/recreation land unless alternative equivalent provision made or overall community gain with no significant local effects. Vehicle park offered no such benefits, reinforcing refusal.
Do not oppose. Suggested conditions for access if approved.
Recommend approval.
Support principle of removing motor homes from residential areas but restrict to parking only to avoid makeshift camping site.
Highways Division and Manx National Heritage provided consultation responses with no objections but specific conditions for full approval; multiple local residents submitted objections citing visual impact, traffic safety, noise, and policy non-conformance.
Key concern: prominent visual impact of tall parked vehicles in open countryside landscape
Department of Infrastructure Highways Division
Conditional No ObjectionThe principle of a large vehicle parking facility at this location will have little impact on the adjacent highway in terms of highway capacity. The majority of vehicle movements are likely to be outside peak hours.
Conditions requested: visibility splays of 4.5m x 120m must be provided in each direction at a height of 1.05m above the carriageway; the splay should be measured to a point 0.5m into the nearside carriageway; the splay should be over land within the applicant’s control to ensure that it can be maintained; the access must be wide enough for the 2 largest vehicles to be able to enter and leave the site simultaneously without any impact on the highway; the application must be accompanied by drawings showing that the largest vehicles to be stored on the site can enter and leave the site without encroaching into the opposing traffic lane (other than to cross the lane); the application must be accompanied by a drawing showing that all vehicles using the site can manoeuvre within the site to enter and leave in forward gear
Manx National Heritage
Conditional No ObjectionAs relatively tall parked vehicles would be quite prominent in the landscape in this position, the Committee may wish to consider if this is an appropriate site for the intended use in the light of General Policy 3 of the Strategic Plan.
Conditions requested: further consideration should be given to how the parking area could be better screened to reduce the visual impact
