Supporting Information Statement For Proposed Mobile Classroom At Qeii High School, Douglas Road, Peel. 2023/30/05
Existing Site The site represents the curtilage of QEII High School which lies on the north east side of Douglas Road at the south east outskirts of Peel town centre. The school is a large building encompassing modern elements and with a sports hall, outdoor tennis courts, playing fields and a football sized synthetic pitch all within its curtilage. The site lies within an area designated on the Peel Local Plan of 1989 as Queen Elizabeth II High School and is designated as Education. It is included within the Draft Area Plan for the North & West as ‘SS’, for Secondary School on Map 6, Peel.
The curtilage of the QEII High School is a sizeable area which fronts onto Douglas Road to the south west, has agricultural fields to the south east and residential development to the north east and north west. The school has staff and pupil parking provision on-site located to the south east & south west of the school buildings with additional parking provision to the rear (north east). The school building has been extended several times and has utilised mobile structures as required over the previous years.
The application site is a grassed area located to the south east of the main school buildings, with the synthetic football pitch to the south east and tennis courts to the north east. The grassed area fronts onto a staff & pupil car park which is separated from Douglas Road by a grass bank and several trees and large shrubs. Photographs of the application site and boundary with Douglas Road have been included as part of this planning application for reference.
Proposals This application seeks full planning approval for the installation of a mobile classroom building, containing a classroom with toilet facilities to the east of the main school buildings.
The proposed mobile classroom building will be relocated from another school on the island and will be provided with a disabled access ramp and steps suitable for ambulant disabled in accordance with current regulations.
The proposed application site was used to accommodate mobile classrooms in the early 2000’s although these were removed as extensions were completed and occupied. The new mobile classroom is to be within the curtilage of the school and will not intrude into the playing fields or outdoor sports facilities. The application site is currently used as open space and this will be reduced as part of this application however there is ample provision for open space elsewhere within the school grounds.
We believe there will be no adverse impact as a result of the installation of this mobile structure and the application site has been chosen because it has accommodated mobile classrooms in the past.
The applicant confirms that the mobile classrooms are required to provide personalised learning opportunities for students, as part of the school’s new outreach provision. There will be no increase in student numbers at the school as a consequence of the new mobile classroom. If the scheme is approved, it is intended to bring the offsite provision currently in place for some of these students, back onto the school site. There will therefore be no impact on the current parking provision/traffic movement around the school grounds or the surrounding area.
