Officer’s Report
THE APPLICATION SITE
1.1 The application site is within the curtilage of Glion Arragh, Main Road, Glen Vine which is a detached two storey property situated to the South West of Main Road. The property has a large rear garden which extends to the rear gardens of Glen Darragh Gardens.
THE PROPOSAL
2.1 The current planning application seeks approval for the erection of two corrugated metal storage units to be used for the storage of motorbikes. The storage units are to measure 4.8m by 3.8m, with an overall height of 2.32m. The storage units are to be situated to the lower South West of the rear garden.
PLANNING HISTORY
3.1 There have been several applications upon the site of which none are relevant in the assessment of this application.
PLANNING POLICY
4.1 The site lies within an area zoned as "Proposed Residential" on the Area Plan for the East, Map 10 - Crosby/Glen Vine.
4.2 Given the nature of the site and the land designation, the most relevant Isle of Man Strategic Plan policies would be General Policy 2 which sets out the general standards towards acceptable development.
REPRESENTATIONS
5.1 The following representations can be found in full online, below is a short summary;
5.2 Highway Services have considered the proposal and state, "After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and /or parking." (14.07.23)
5.3 Marown Parish Commissioners have considered the application and state no comments. (28.07.23)
ASSESSMENT
6.1 Paragraph 8.12.1 from the Isle of Man Strategic Plan states that there is a general presumption in favour of extensions and alterations to existing property where such works would not have an adverse impact on either adjacent property or the surrounding area in general.
6.2 The storage units are situated within a very sheltered area within the garden and as such would not be seen from a public vantage point, nor would the proposed storage units cause any impacts upon the neighbouring amenity.
6.3 As such with the above in mind, the proposed works are deemed acceptable.
CONCLUSION
7.1 The application accords with General Policy 2 of the IOM Strategic Plan 2016
