1.0 THE SITE 1.1 The site is the residential property 5 Victoria Road, Castletown.

2.0 THE PROPOSAL 2.1 The proposed is installation of replacement roof slates.
3.0 PLANNING HISTORY 3.1 The property has been subject to replacement window applications but none are considered materially relevant to this application.
4.0 PLANNING POLICY 4.1 The site is within an area designated as Residential in the Area Plan for the South 2013 and within the Castletown Conservation Area.
4.2 The Isle of Man Strategic Plan 2016 contains the following policies that are considered materially relevant to the assessment of this current planning application: o Strategic Policies 3 and 5 - promote good design and use of local materials and character o General Policy 2 (b) (c) (g) (n) - general standards towards acceptable development visual and neighbouring amenity, and energy reduction. o Environment Policy 35 - preserve or enhance the conservation area

5.1 Castletown Commissioners - No comments received as of (14/08/2023).
5.2 Department of Infrastructure Highway Services - No highways interest (21/07/2023).
5.3 DEFA Fisheries - no objection (31/07/2023)
5.4 DEFA Ecosystems - comments (01/08/2023) to highlight the potential for bats and the applicants legal requirements under Wildlife Act 1990 to not harm protected species.
5.5 No comments received from neighbouring properties.
6.0 ASSESSMENT 6.1 The key considerations of this application are the visual impact on the house itself and on the wider character and appearance of the streetscene and surrounding Conservation Area.
6.2 The existing three storey mid terrace dwelling has an existing slate roof. The proposed replacement roof is also to be slate materials and the overall visual impact is expected to be negligible on the overall character and appearance of the existing property, on the terrace and on the surrounding conservation area which is to be preserved in line with Environment Policy 35.
7.0 CONCLUSION 7.1 The proposal is considered to have an acceptable visual impact on the overall character and appearance of the existing dwelling, streetscene and wider Conservation Area and to comply with General Policy 2 (b)(c)(g) and Environment Policy 35 of the Strategic Plan 2016.
8.0 INTEREST PERSON STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) Order 2019, the following persons are automatically interested persons: (a) the applicant (including an agent acting on their behalf);

(b) any Government Department that has made written representations that the Department considers material; (c) the Highways Division of the Department of Infrastructure; (d) Manx National Heritage where it has made written representations that the Department considers material; (e) Manx Utilities where it has made written representations that the Department considers material; (f) the local authority in whose district the land which the subject of the application is situated; and (g) a local authority adjoining the authority referred to in paragraph (f) where that adjoining authority has made written representations that the Department considers material.
8.2 The decision-maker must determine: o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material; and o whether there are other persons to those listed above who should be given Interested Person Status.
8.3 The Department of Environment Food and Agriculture is responsible for the determination of planning applications. As a result, where officers within the Department make comments in a professional capacity they cannot be given Interested Person Status. __
I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
