C 1. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
This application has been recommended for approval for the following reason. Overall the proposal is an acceptable form of development by reason of its form and design by providing a suitable alteration to a residential property which will not increase the impact of the dwelling upon the overall streetscene and as such is deemed to comply with Housing Policy 16. The property is a substantial distance away from neighbouring properties, as such there is deemed to be no impact from the works in this regard and is deemed to comply with General Policy 2.

Officer’s Report
THE APPLICATION SITE 1.1 The application site is within the curtilage of Glen Cam Farm, Corlea Road, Ballasalla which is a large property situated upon a large plot.
THE PROPOSAL 2.1 The current planning application seeks approval for the installation of double doors into the North Western elevation window, which is to match the existing windows in appearance.
PLANNING HISTORY 3.1 The previous applications are not relevant in the assessment of this application.
PLANNING POLICY 4.1 The application site is not designated for development on the Area Plan in the East and is not situated within a Conservation Area nor a Flood Risk Zone. In terms of planning policy, the key policies are Environment Policy 1, Housing Policy 16 in respect of the visual assessment of the proposal within the streetscene and rural area, along with the general standards towards development as set out in General Policy 2 notably those parts referring to amenity and highway safety (parts b, c, g, h and i).
4.2 These policies are then followed by Strategic Policy 5 which seeks that new development should make a positive contribution to the environment of the Island, General Policy 2 sets out general development control standards in connection with the Residential Design Guidance, Environment Policy 1 seeks to prevent development which would adversely affect the side other than in exceptional circumstances and General Policy 3 states that development will not be permitted outside of those areas which are zoned for development on the appropriate Area Plan other than a number of stated exceptions, which do not include the extension of existing dwellings
REPRESENTATIONS 5.1 The following representations can be found in full online, below is a short summery;
5.2 Highway Services have considered the proposal and state they have no Highways Interest. (06.06.23)
5.3 No comments have been received from Malew Parish Commissioners at the time of writing this report.
ASSESSMENT 6.1 The site is not designated for development, nor does it meet the exception criteria in General Policy 3. However, Housing Policy 16 and it's supporting text clearly allows for the alteration/ extension of residential properties in the countryside where they would not detract from the countryside which, in the case of non-traditional buildings means they must not increase the impact of the building as viewed by the public.
6.2 In the case of this application the proposal is to install an additional door to the North West elevation, within the area where the existing room for the swimming pool is situated. The proposal when accounting for the overall size of the property, is relatively small in stature and as such the impact would be minimal to the character and appearance of the property itself

and due to their being no public vantage points of this part of the property, the proposal is unlikely to impact the character and appearance of the streetscene.
6.3 The property is situated within its own grounds a substantial distance away from neighbouring properties and as such it is deemed that there would be no impact in this regard.
CONCLUSION 7.1 Overall the proposal is acceptable form of development by reason of its form, mass and design by providing a suitable alteration to a residential property which will not increase the impact of the dwelling upon the overall streetscene and as such is deemed to comply with Housing Policy 16. The property is a substantial distance away from neighbouring properties, as such there is deemed to be no impact from the works in this regard and is deemed to comply with General Policy 2.
INTERESTED PERSON STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) Order 2019, the following persons are automatically interested persons: (a) the applicant (including an agent acting on their behalf); (b) any Government Department that has made written representations that the Department considers material; (c) the Highways Division of the Department of Infrastructure; (d) Manx National Heritage where it has made written representations that the Department considers material; (e) Manx Utilities where it has made written representations that the Department considers material; (f) the local authority in whose district the land the subject of the application is situated; and (g) a local authority adjoining the authority referred to in paragraph (f) where that adjoining authority has made written representations that the Department considers material.
8.2 The decision maker must determine: o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material; and o whether there are other persons to those listed above who should be given Interested Person Status __
