1.0 THE APPLICATION SITE

1.1 The application site is within the curtilage of Manor Park School, which is a primary school situated within the Pulrose Housing Estate. Between the site and the main road is a playground with several structures for play upon it and a car park is situated between the site and the school.
1.2 The site is surrounded by residential dwellings to the North, East, West and Pulrose Golf Course to the South East, South and South West.
2.0 THE PROPOSAL 2.1 The application seeks approval for the replace of a existing window to Classroom with new Fire Escape Door.
3.0 PLANNING HISTORY 3.1 The application site has been the subject of the following previous planning applications which are not considered relevant in the determination of this application.
4.0 PLANNING POLICY 4.1 The site lies within an area zoned as "Buildings or Land for Civic, Cultural or Other Use - Primary School." The property is not within a Conservation Area or a Flood Risk Zone.
4.2 Given the nature of the proposal and the land designation the most relevant policies are Community Policy 5 which seeks that proposals to improve or extend the existing schools must have a particular regard to the potential for community use and the associated Open Space and General Policy 2 which sets out general standards towards acceptable development.
5.0 REPRESENTATIONS 5.1 Douglas Borough Council raise no objection to the application (25.05.2023).
5.2 Highway Services comment there is no highway interest (23.05.2023).
6.0 ASSESSMENT 6.1 The key issue to considerer in the assessment of this planning application is the potential impacts upon the visual amenities of the street scene and individual property and potential impact upon neighbour's amenities.
POTENTIAL IMPACTS UPON THE VISUAL AMENITIES OF THE STREET SCENE 6.2 As outlined within GP2(b) any development should respect the site in terms of siting, layout, scale, form, design. The proposed window alteration to a fire door is considered to be in keeping and appropriate to the street scene and the property.
POTENTIAL IMPACT UPON NEIGHBOUR'S AMENITIES 6.3 It is not considered there would be any significant impacts to warrant a refusal.
7.0 CONCLUSION 7.1 Overall, It is considered the proposal complies with General Policy 2 of the IOMSP 2016 and the Area Plan for the East 2020. The application is recommended for an approval.
8.0 INTERESTED PERSON STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) Order 2019, the following persons are automatically interested persons: (a) the applicant (including an agent acting on their behalf); (b) any Government Department that has made written representations that the Department considers material; (c) the Highways Division of the Department of Infrastructure; (d) Manx National Heritage where it has made written representations that the Department considers material;

8.2 The decision maker must determine: o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material; and o whether there are other persons to those listed above who should be given Interested Person Status. __
