Supporting Information Statement For Proposed Replacement Mobile Classrooms At Willaston Primary School, School Road, Douglas. 2023/19/03
Existing Site The site represents the curtilage of Willaston Primary School, School Road, Douglas. The school is made up of a large building which is designed in an L-shaped form. It also has two mobile classrooms buildings (a single and a double) located on the southeast and south west sections of the site respectively.
The curtilage of the Willaston Primary School is a sizeable area which fronts onto School Road and backs onto University College Isle of Man. The site has a large area of playing fields to the north-east and south east sections of the site.
Current Proposals This application seeks full planning approval for the installation of a replacement double classroom mobile, containing two classrooms and toilet facilities.
Although planning approval was granted in 2019 (ref:19/00628/B) for the replacement of the existing mobile, these works were never carried out as the mobile classroom scheduled to be used was used elsewhere. The existing double classroom mobile building is considered unfit for purpose and does not provide an environment that is conclusive for learning.
The proposed replacement mobile classroom will be manufactured offsite by a company specialising in portable buildings to fully comply with current standards. The structure comprises a galvanised steel frame clad externally with powder coated metal cladding to the external walls and a mono-pitch flat roof finished with a black EPDM waterproofing membrane. Windows will be UPVC (white) double glazed and the external doors will be Merlin Grey powder coated aluminium.
The new mobile classroom will be highly insulated in excess of current standards and have air source heating/cooling to provide year round comfort to the teaching environment. The proposed U-Values of the floor and external walls exceeds the current requirements of Isle of Man Building Regulations and will help reduce the energy requirements and carbon footprint of the structure.
The proposed replacement building has a slightly smaller footprint than the existing building however the teaching spaces are very similar. There will be no increase in student numbers due to this replacement and therefore no impact on the current parking provision / traffic movement around the school grounds or the surrounding area.
