Protects countryside for its own sake. Proposal departs from zoning but corresponds with overall principles due to temporary nature, local benefits, and no consultee objections. Assessed as not warranting refusal.
General Policy 2
Sets general development control considerations, including protecting amenity of local residents (g). Noise/light impacts acknowledged but mitigated by conditions and event nature; not sufficient for refusal.
General Policy 3
Exceptions to countryside development. Clear presumption against; no overriding need shown, but short-term event and material considerations (local benefits) justify departure.
Strategic Policy 4
Development should not cause unacceptable environmental pollution or disturbance. Amenity impacts noted but controlled via conditions.
Environment Policy 22
Prevents unacceptable pollution including noise/light. Impacts inevitable but not severe; occasional licence and conditions address.
