General Policy 2
Requires development to respect site/surroundings in siting/layout/scale/design, not adversely affect landscape/townscape character or local residents' amenity. Officer assessed the extension's subordinate scale, screening and position as compliant, avoiding harm to visual amenity or neighbours.
Housing Policy 15
Extensions to traditional countryside properties limited to 50% floorspace increase unless exceptional; applied here to non-traditional dwelling. Extension much less than 50% of original floorspace, single-storey design acceptable in principle.
Housing Policy 16
Extensions to non-traditional/poor form dwellings not permitted if increasing public impact. Officer found size/bulk/scale does not demonstrably affect overall appearance, screened from public views.
Environmental Policy 22
Prohibits development causing unacceptable harm from noise/light pollution etc. Extension sited far enough from neighbours to avoid adverse impacts from leisure use.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
HDC has no interest
Having visited the site, we are satisfied that so long as the bushes along the Seascapes side of the border/boundary... remain in place at the current height and density to provide a screen... that we have no objection to the proposed application.
Highway Services HDC has no interest in the application; Arbory and Rushen Parish Commissioners raised concerns about overdevelopment and parking during construction; a neighbour initially objected to overlooking but later withdrew after site visit.
