From the Planning List 31 March 2023 and excluding planning applications with suffix ‘CON’ and re- consultations, the following new planning applications have highway related impacts and will be subject to a separate response:

The following planning applications have no significant negative impact upon the highway network in terms of highway safety, highway operation and car parking. Highway Services HDC does not oppose (DNO) the following applications. Advisory comments are applied where relevant, such as for licences to use the highway for equipment and material during works:
· 23/00183/B - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and /or parking. The Applicant is advised that to consider installing cycle parking storage to aid Active Travel objectives. · 23/00269/B - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and /or parking. · 23/00306/B - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and /or parking. · 23/00316/B - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and /or parking. Notwithstanding, the proposal runs contrary to policy for temporary car parking provision and it is unclear if a special circumstance applies for its continued use as a temporary car park. Additionally, there is an absence of compliant infrastructure for a permanent car park of accessible spaces and cycle parking storage to aid Active Travel. Electric vehicle charging points would need to be considered too to help meet net zero objectives. Should Planning be minded to approve duration restriction for an additional one or two years may be appropriate. · 23/00317/B - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and /or parking. The Applicant is advised to not place gravel within 1m of the public road to prevent its tracking thereon. · 23/00330/B - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and /or parking. Notwithstanding, the garage is smaller than the recommended Manual for Manx Road’s internal size of 6 x 3m but it would remain suitable for a small car and storage of bicycles and other items. · 23/00341/C - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety and network functionality. car parking within the area, plus good access for pedestrians and to bus and rail services. To make parking more convenient, the forecourt should be laid out to accommodate, say three car parking spaces rather than six in a tandem formation, including one for as an accessible bay. If appropriate, a revised parking layout should be provided. Bicycle parking should be provided for staff and customers to aid Active Travel objectives. An electric vehicle charging point should be considered. · 23/00343/C - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and /or parking. The Applicant is advised that to consider installing cycle parking storage and an electric vehicle charging point to aid Active Travel and net zero objectives. · 23/00345/C - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and /or parking. The Applicant is advised that to consider installing cycle parking storage to aid Active Travel objectives should space permit and landlord agrees. · 23/00352/B - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and /or parking. The Applicant is advised that Highway Licences may be necessary for any equipment and materials to be placed within the highway for the duration of the proposed works. · 23/00353/B - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and /or parking. The Applicant is advised that Highway Licences may be necessary for any equipment and materials to be placed within the highway for the duration of the proposed works. · 23/00357/C - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and /or parking. The Applicant is advised that to consider installing cycle parking storage and an electric vehicle charging point to aid Active Travel and net zero objectives and if landlord agrees. · 23/00365/B - After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and /or parking. The Applicant is advised that Highway Licences may be necessary for any equipment and materials to be placed within the highway for the duration of the proposed works as well as a pavement café licence from Douglas BC. · 23/00370/B- After reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network functionality and /or parking.
